About the Rotary STAR Awards

The Rotary Club of Leesburg proudly announces the inaugural Rotary STAR – Stanley F. Caulkins Tributes, Awards and Recognition.  


The awards will be presented in three categories:


  • Lifetime Achievement in Economic Development
  • Innovation in Economic Development
  • Creative Use of Social Media in Economic Development 


The awards will be presented to this year’s winners at a ceremony during the Rotary STAR Event, sponsored by The Rotary Club of Leesburg, at the Leesburg Airport on October 13, 2018.

How to Nominate a Candidate

Any member of the Leesburg community or the candidate / business themselves may make a nomination for this award by submitting the required information below. Using the appropriate online form (one for each award), please tell us how the candidate fulfills each bullet point of the criteria below. Make the case that your nominee deserves this award in your responses.


Nominations are due by August 10, 2018.

Lifetime Achievement in Economic Development

Many awards are given for individual tactical success and “wins” such as achieving a single goal or quota or overachieving in an individual event. To be considered for a Lifetime Achievement Award, one must demonstrate consistent outstanding performance in their area of expertise over an extended period of time. Further, it is expected that the performance achievement benefits a greater good than personal reward and financial success. 


To deserve consideration for the Rotary STAR Lifetime Achievement Award, the nominee will be evaluated by applying the following values the company or individual brings to the greater Leesburg community.


  • Has performed noteworthy or special contributions and achievements within the community. Specifically, what clearly defined goal was achieved, and how did that achievement benefit the economic growth of the Town of Leesburg?
  • Has led or assisted in advancing Leesburg’s economic development. What specific actions did the company or individual undertake to move the economy of Leesburg forward in either a new or revitalized approach to providing products or services to the community?
  • Has demonstrated a sustained commitment to Leesburg. Over what timeframe in years has the company or individual provided high quality products and/or services to the Leesburg community?
  • Used leadership position to promote the economic development of Leesburg. Outside of the specific functions benefitting their own business or their own professional success, how has the company or individual helped promote the overall growth and business success of the Leesburg community?
  • Helped develop future community leaders. Mentoring individuals and nurturing new or revitalized businesses is of great value to any community. What specific mentoring or training activities has the company or individual engaged in to benefit not just their business, but the Leesburg business community overall? 
  • Embodies the values of Service, Fellowship, Diversity, Integrity and Leadership, which are also the true core values of the Rotary Club of Leesburg.

Innovation in Economic Development

Innovation in Economic Development is an economic doctrine that reformulates the traditional model of economic growth so that knowledge, technology, entrepreneurship and innovation are positioned at the center of the model rather than seen as independent forces that are largely unaffected by policy.


To deserve consideration for the Rotary STAR Innovation in Economic Development Award, the nominee will be evaluated by applying the following values the company or individual brings to the greater Leesburg community.


  • Innovation to development and delivery. How did the company or individual apply new and innovative management approaches to product and/or services development and delivery to the Leesburg community? This could be in redefining business approaches, repurposing of Leesburg business assets, bringing new or unique products or services to the Leesburg community, etc.
  • Innovation in approach. How did the company or individual break with routine and dominant approaches to introducing new products and/or services to the Leesburg community while launching new standards of measuring economic success?
  • Innovative entrepreneurship. How did the company or individual apply innovation entrepreneurship in developing, defining and delivering their products and/or services to the economic development of the Leesburg community?

Creative Use of Social Media in Economic Development

Social networking as a means of personal interaction has been integrated into our daily communications in one way or another for decades. Today, social networking has also become a mechanism for communicating business vales, services availability, and it has served as a means of developing a competitive advantage over others not adept at the use of broad social networks.


To deserve consideration for the Rotary STAR Creative Use of Social Media in Economic Development Award, the nominee will be evaluated by applying the following values the company or individual brings to the greater Leesburg community.


  • Use of social media to gain a competitive edge. How has the company or individual integrated the use of social networking into their communications, market approach and customer/client outreach to give them a competitive advantage in the greater Leesburg community at large?
  • Use of new and developing social media platforms. How has the company or individual engaged new and developing channels of social networking to advance their business interests for the benefit of the greater Leesburg community?
  • Use of social media to support greater Leesburg economic development. How has the company or individual used social networks to encourage their customers and clients to visit the Leesburg community beyond serving their individual business interests and thus supporting the Leesburg greater economic development?
